QRIS 3.0 Tools and Resources

Quality Rating and Improvement Systems are evolving rapidly. As part of BUILD's effort to support QRIS to reform and strengthen early learning systems, we have created a suite of 5 resources, dubbed QRIS 3.0:

  1. Tool for a Cross-Sector QRIS
    Complete with a scoring rubric, and a self-populating summary chart, the tool is designed to assess QRIS—areas of strength as well as challenges—to inform next steps in QRIS development. This tool focuses on cross-sector QRIS that seek to support school readiness, healthy child development, and equitable outcomes for young children.
  2. Finance and QRIS
    Sufficient financial support is necessary for any QRIS to be effective.  Finance and QRIS addresses the three major QRIS cost centers - the rating process itself, the quality improvement supports for participating programs, and the early care and education services provided by the programs participating in the QRIS. It also reviews current finance strategies and suggests additional options to be explored as QRIS leaders focus on financing.
  3. Communications Strategies for Expanding Quality Rating Improvement System (QRIS): A Primer for Reaching Policy Audiences (co-authored with Child Trends)
    A how-to on honing QRIS communications strategies for public policy audiences.  Based on interviews with legislators, governors’ staff, and QRIS administrators and advocates around the country, the primer provides insights into how administrators and advocates currently frame communications to promote QRIS-related policies and how state policymakers view QRIS.
  4. Toward Coherence: State Approaches to Integrating Pre-K in QRIS
    This resource examines how different QRIS connect to and integrate state pre-Kindergarten programs.  Four approaches are explored:  QRIS that (1) do not include cross-sector integration; (2) allow pre-K cross-sector participation; (3)  provide an alternative pathway for pre-K; and (4) have a unified framework for quality early learning that includes pre-K.
  5. Quality Rating and Improvement Systems: Stakeholder Theories of Change and Models of Practice Study Report, Expert Panel Reflections and Recommendations
    A look at the different purposes of QRIS, a must-read for QRIS designers.
