2017 and 2018 QRIS 3.0 Think Tanks
Quality Rating and Improvement Systems are evolving rapidly. QRIS leaders are evaluating their systems to identify opportunities for improvement, trying new strategies, and in some cases, creating new QRIS models. To contribute to the evolution of QRIS, BUILD has conducted research and prepared resources to support the rapid pace of innovation in QRIS. This work by the BUILD Initiative addresses QRIS design and implementation, the continuing challenges of financing, communications for public policy purposes, and the intersection of QRIS and pre-K.
The BUILD QRIS 3.0 Think Tanks were an opportunity for state teams to benefit from the research, resources and strategies in the context of each state’s vision and values for its QRIS. In this think tank, teams came together to self-assess their own QRIS, using a tool developed by BUILD, and identified one or two issues of high-priority focus. The think tank offered a deeper dive into the priority issues identified by the participants. At the same time, teams took a more careful look at the resources developed by BUILD and work with the issue experts who created these resources.
In short, the 2017 and 2018 BUILD QRIS 3.0 Think Tanks supported participants in identifying priorities for their own QRIS re-visioning process, exposed participants to resources and ideas that contribute to their state’s QRIS priorities, and leveraged the talents and insights of all participants to further advance the work we are all doing around the country to support high-quality early learning.
The Think Tank provided an opportunity for a virtual and in-person peer community that allowed for active listening, probing for understanding, providing feedback, and engaging in dialogue and discussion. Consistent with best practice for adult learning, we studied and learned together, applying new knowledge to our work, and moved from thinking to action. While the work from BUILD was an important part of the Think Tank, the group tapped into the experience and expertise of all the state team participants, who had much to share with one another across states.
