Session 4: Webinar "Re-alignment and Re-purposing: How can States maximize existing funding to support QRIS?"
The focus of the final session is on state-level financing of high quality child care programs. Discussion will include examples of innovative approaches to financing and realignment of funding, such as cross-sector coordination, restructuring of staffing, the use of social impact bonds, and use of the Cost Estimation Model.
Anne W. Mitchell is the President of Early Childhood Policy Research, an independent consulting firm specializing in evaluation, policy analysis and planning on child care/early education issues with government, foundations and national nonprofit organizations. She co-founded the Alliance for Early Childhood Finance. Previously she was Associate Dean of the Research Division at Bank Street College of Education in New York City where she directed the first national study of state-funded prekindergarten programs. She began her career directing child care centers in Massachusetts and Vermont. Anne has conducted national studies of state and local prekindergarten policy, Quality Rating and Improvement Systems and early care and education finance; and has written widely on child care and early education policy and practice.
She has an undergraduate degree in astronomy from Wellesley College and a masters in education leadership from Bank Street. Anne served 18 years as an elected member of the Greenville (NY) Board of Education and five years on the New York State Professional Standards and Practices Board for Teaching. She has received leadership awards from the New York State Association for the Education of Young Children, the Bank Street College Alumni Association, Scholastic, Inc., National Louis University, the New York State Child Care Coordinating Council and the New York State and National Associations for Family Child Care. Anne is proud to be a Past President of the National Association for the Education of Young Children. Anne lives in Greene County near Albany, NY.
