A Guide to Evaluating Pay for Success Programs and Social Impact Bonds

The recently released report, A Guide to Evaluating Pay for Success Programs and Social Impact Bonds, provides analysis of Pay for Success (PFS) and Social Impact Bonds (SIBs) and raises questions for lawmakers and communities considering PFS and SIBs as an alternative to public financing of services. The report, coauthored by: AFSCME, In the Public Interest, Minnesota Council of Nonprofits, the Keystone Research Center, Oregon Center for Public Policy, Economic Opportunity Institute, and the ReFund America Project at the Roosevelt Institute, aims to help advocates identify critical issues surrounding PFS contracts and their impact on vulnerable individuals and the public.
