Quality Counts is a voluntary improvement system that reviews early learning programs according to clearly defined, high quality standards. We offer supports and incentives to help providers reach their goals and improve the quality of early care and education programs in Miami-Dade County.

The web site includes an overview of the TRS Program, consumer education information for parents regarding quality child care, the full TRS Guidelines as well as facility and classroom assessment tools.

The Guide offers detailed information about the history of Quality First, the primary components of the program, and resources to support participants’ success.
